Sales Tax Nexus in Arizona: What Online Sellers Need to Know

The Short Answer

Arizona doesn't have a traditional "sales tax" — it uses a Transaction Privilege Tax (TPT). Functionally similar, but the tax is on your privilege of doing business in Arizona rather than on the buyer's purchase. The threshold is $100,000 in Arizona gross sales (no transaction count), marketplace-facilitated sales are excluded from your threshold, and SaaS is specifically not taxable per Arizona's 2024 ruling.

Economic Nexus Threshold

  • Dollar threshold: $100,000 in Arizona gross sales (before deductions) in the prior or current calendar year
  • Transaction threshold: None
  • Measurement period: Prior or current calendar year (whichever is met first)
  • Effective date: October 1, 2019 (H.B. 2757)

Historical note: Arizona's threshold stepped down over three years — $200,000 in 2019, $150,000 in 2020, $100,000 from 2021 onward. It's been stable at $100,000 since 2021.

Registration timing: Once you cross the threshold, you must collect starting in the month that begins at least 30 days after crossing. The obligation continues for the rest of the current year and the entire following year.

Does Arizona Count Marketplace Sales Toward Your Threshold?

No. Sales made through marketplace facilitators are excluded from your TPT threshold calculation. Only your direct Arizona sales count.

The marketplace facilitator collects and remits TPT on its own facilitated sales (once the facilitator crosses its own $100,000 threshold). But those sales don't count toward your personal threshold.

What Taxable Products Look Like in Arizona

Arizona's TPT rate structure is complex because cities set their own rates and many self-collect separately. Rates stack across state, county, and city layers, and roughly 91 cities administer and self-collect their own portion independently — check ADOR's rate lookup for your buyer's exact combined rate.

  • SaaS: Not taxable. Arizona issued Tax Procedure Ruling TPR 24-1 (2024) clarifying that SaaS — software accessed remotely with no physical delivery — is not subject to Arizona TPT. This is a significant benefit for software sellers.
  • Downloaded software: Taxable as equivalent to physical software delivery
  • Clothing: Taxable under Arizona TPT
  • Groceries/Food: Exempt from the state TPT rate; city food taxes may still apply

How to Register in Arizona

  • Portal: aztaxes.gov
  • Cost: $12 TPT license fee (one-time)
  • Timeline: A few business days

Filing Requirements

Arizona filing frequency is assigned by ADOR based on your liability:

  • Monthly, Quarterly, or Annual depending on volume

Due date: 20th of the month following the reporting period. File via AZTaxes.gov.

City complexity: Arizona's roughly 91 cities impose their own TPT rates. Many self-collect their portion and require separate filings. Cities that participate in SUTS (Arizona's Sales & Use Tax System) can be handled through a single combined return. What Happens If You Don't Register

Arizona's penalty structure (A.R.S. §42-1125):

  • Late payment penalty: 5% per month, maximum 25%, minimum $25
  • Interest: Per A.R.S. §42-1123
