Yes — DC includes marketplace-facilitated sales in the seller's threshold calculation. The marketplace collects and remits the tax on facilitated sales, but those sales count toward whether you need to register.

DC is a single jurisdiction — no local tax complexity.

Late filing: 5% per month, maximum 25%. Late payment: 10% penalty. Interest at federal short-term rate + 3%.
