Sales Tax Nexus in Missouri: What Online Sellers Need to Know

Euwye Chan···5 min read

The Short Answer

Missouri was the last state in the country to enact economic nexus — it didn't take effect until January 1, 2023. The threshold is $100,000 in taxable sales (plus 200 transactions in 2024 onward). Good news: SaaS is generally not taxable in Missouri. The challenge is local rate complexity — hundreds of jurisdictions with significant combined rate variations.

Economic Nexus Threshold

  • Dollar threshold: $100,000 in cumulative gross receipts from taxable Missouri sales
  • Transaction threshold: 200 or more separate transactions (2024 onward)
  • Either/Or: Meeting either triggers the obligation
  • Measurement period: Previous calendar year
  • Effective date: January 1, 2023 (last state to enact economic nexus)

Because Missouri was the final state to adopt economic nexus, some sellers who have been collecting in all other 44 states may have missed Missouri. If you've been selling over $100K into Missouri since early 2023 without registering, that's worth addressing.

Does Missouri Count Marketplace Sales Toward Your Threshold?

Missouri marketplace facilitator rules (effective January 1, 2023) require MFs to collect and remit on their facilitated sales. Whether MF-facilitated sales count toward your seller threshold should be confirmed — Taxero evaluates this during onboarding.

What Taxable Products Look Like in Missouri

Missouri's state rate is one of the lower base rates. But combined with local rates in major cities like St. Louis and Kansas City, the effective rate is much higher — check the Missouri DOR's rate lookup for your buyer's exact location.

  • Groceries: Taxed at a reduced state rate (not the full standard rate)
  • Clothing: Taxable
  • SaaS: Not taxable. Missouri has a narrow tax base and doesn't enumerate SaaS as a taxable service. This is good news for software sellers — Missouri is one of the states where your SaaS revenue is off the hook.

How to Register in Missouri

Missouri is not an SST member. Register via MyTax Missouri:

  • Portal: mytax.mo.gov
  • Cost: Free
  • Timeline: 1–3 business days

Filing Requirements

Monthly, quarterly, or annual based on liability. Due last day of the following month. File Form 53-1 or via MyTax Missouri.

What Happens If You Don't Register

Late filing: 5% per month, maximum 25%. Interest applies. Missouri's January 2023 start date means lookback is relatively limited compared to states that have had nexus rules since 2018–2019.

How Taxero Handles Missouri

Missouri's local complexity requires destination-based rate calculation across hundreds of jurisdictions. Taxero maintains current Missouri rate data, correctly identifies SaaS as non-taxable, and handles registration and filings. Missouri is flagged as high rate-complexity in our system — we handle the local rate lookups you'd otherwise need to manually maintain.
